                     OVERALL CONCEPT/DOCTRINE OF BIOLOGICAL WARFARE
                       DEFENSE AGAINST ANTHRAX AND BOTULINUM TOXIN

          1. @ vaccinate service members (SM) against anthrax and
          botulinum toxin according to priority established by CENTCOM before
          the end of Jan 91.

          2. @ Establish the BW Detection/Warning System in CENTCOM with
          its central NBC Cell and lower level NBC Cell before 15 Jan 91.
          Utilize existing NBC structures and reporting system.

          3. @ Issue to every SM in CENTCOM a five day supply of the
          Ciprofloxacin (Cipro) antibiotic for post exposure treatment of
          anthrax by 15 Jan 91. A five day supply consists of 10 tablets,
          and one tablet is taken every 12 hours. Do not take the Cipro
          prophylactically. It should be taken only when there is a strong
          indication/presumption of an anthrax attack. Commanders will give
          the command.








          4. @ BW Warning and Detection System

              a. @ When attacked by BW agents, the BW Warning and
          Detection System will provide advance notification to U.S. and



              b. (U) SM will get into appropriate MOPP posture when notified
          of an incoming BW aerosol cloud.

              C. (U) The all clear signal will be extrapolated from data
          accumulated from the detection system and METT factors and provided
          to units.

              d. (U) Environmental samples will be chilled, properly
          packaged according to reference and shipped immediately to
          appropriate AOR/USAREUR lab???? and to U.S. Army Medical Research
          Institute of Infectious Disease (USAMRIID) at Fort Detrick,
          Frederick, MD. Note the additional reporting requirements in
          reference.
