         1. Components of BW Defense

             a. Detection and Warning

                  (1) Standoff IASER system - doctrine of use/detection and
         the warning anticipated

                  (2) Point source detectors - doctrine of use/detection and
         the warning anticipated. Recommend that personnel operating these
         detectors be given the highest priority for vaccination and have 2x
         basic load of antibiotic treatment for anthrax. Also they should
         be given highest priority for post exposure botulinum treatment
         with the antitoxin. Rationale: Tasks must be completed. Many
         lives depend on tasks completion. Medical protection/treatment is
         confidence building required for the hazards associated with tasks.

             b. Individual and collective protection - keyed on detection
         and warning. Passive protection of shelters should be instituted
         as unit SOP. Can provide protective factors of 20 for GP shelters,
         60 for TEMPER tents, and greater than 60 for hard wall shelters.

             c. Medical Defense - Protection of SM before exposure,
         treatment after exposure, and rapid diagnosis of Bw patients

                  (1) Vaccination against anthrax and botulinum toxin

                  (2) Immediate treatment of exposed SM; before appearance of
         symptoms for anthrax and at early onset of symptoms for botulinum
         toxin.

                  (3) Rapid diagnosis of anthrax and botulinum patients and
         immediate notification of the NBC CENTCOM cell.
