ahead of schedule with a@rflow and ship departures moving
smoothly. Instead of a 60-day turn-around as experienced by
several shipping lines between ports such as Athens, Greece
and Cairo, we were running a 28-day turn around from Saudi
Arabia to the United States.
S. in addition, the command identified a number of issues
that must be resolved for the future. We were fortunate in
this war to have an enemy who allowed us time to overcome
these deficiencies. These five areas listed below are
critical to the success of future deployments:
a. Materiel Handling Equipment (MHE) - Materiel handling
equipment such as forklifts, cranes, and container handlers
are traditionally overlooked or stricken out of budgets. We
do not have sufficient MHE to efficiently handle the materiel
which must be moved to support a modern Army. Increased
numbers of MHE, particularly forklifts, should be organized
into forklift companies to facilitate command and control
over these critical assets.
b. Heavy Equipment Transport (HET) - We have found this
to be a combat multiplier. These HETS allowed us to quickly
move heavy equipment in theater. This was especially true in
Saudi Arabia, where we could not afford to have tanks tear up
the country's skeletal network of roads. We believe a ratio
of one HET for every 3 armored vehicles will allow the
maneuver commander the flexibility he needs in positioning
his forces for battle.
c. Combat Service Support (CSS) Mobility - CSS units
must be as mobile as the units they support. Because of the
limited off-road capability of the current CSS fleet
(consisting of M915 and M52 series trucks and military
adapted commercial vehicles), these units were unable to keep
pace with their customers. We must modernize the vehicle
fleet with M900 series trucks, HMMWVs and HEMTTS. We must
also put aircraft rapid refuel capability back in combat
service support units to provide combat units with an organic
sustairment capability.
d. Theater Army Support Command (TASCOM) - The concept
of a Theater Army Support Command (TAACOM) was validated by
the evolution of the 22nd Support Command into what was a
TASCOM identity. Transportation Command, Engineer Command,
Personnel Command, Military Police Command, Theater Army
Materiel Management Command, Theater Army Movement Control
Agency and Area Support Groups under one command will allow
the centralized planning, management, and execution of
theater support.
e. Forward Area Support Coordinator (FASCO) -This is a
concept that should be brought back into Army doctrine. The
