1. The primary mission of the 22nd Support Command during
the period 25 May to 15 December 1991 was the redeployment of
personnel and retrograde of materiel stockpiled for operation
Desert Storm. Hundreds of thousands of personnel who
participated in the air and ground operations and the massive
amounts of materiel that supported their mission had to be
brought out of the SWA theater as quickly and safely as we
had brought them in. This was a formidable task. Closing
out a theater of operations had never done in American
military history. we formulated a plan, which was later
modified, to deal with this tremendous challenge. This
executive summary delineates this plan and chronicles the
events which occurred during the course of the plan's
execution.
2. The plans which the command used to open the theater and
to prosecute the ground war are covered in detail in volume I
of this AAR. By way of si,nnary, however, here are those
plans:
a. 3-Point Initial Plan - Reception, onward movement,
and sustainment of U.S. forces deployed to the SWA theater.
b. 6-Phase Plan for Desert Shield/Desert Storm -
Preparation and prepositioning, movement of the Corps, ground
offensive, defense of Kuwait, redeployment, and restoration
of Kuwait.
3. The first plan during the redeployment (25 May - 15
December 1991) was the Prepositioning and Retrograde Plan.
This plan divided our actions into three phases:
a. Phase I Retrograde and Reception
b. Phase II Materiel Movement
c. Phase III Transition to Closeout
4. Phase I - Retrograde and Reception
a. The focus of this phase was the redeployment of the
XVIII and VII Corps and the reception of 22nd SUPCOM
replacement personnel. Soldiers of the VII and XVIII Corps
began to redeploy almost immediately after the initial cease
fire on I March 91. This redeployment brought the war
fighters home at an average rate of over 5000 soldiers per
day through March, April, and May. while redeploying the
soldiers that saw action in Desert Shield and Desert Storm
the command began replacing its own personnel. Closing out
the theater not only required maintaining a presence, but
