                  transfer, and onward movement requirements and time
                  considerations.

                      (3) Common User Land Transportation (CULT).

                          (a) The Army is charged with operation of CULT
                      throughout the Joint Operating Area (JOA).

                          (b) When possible, contract or host nation CULT
                      support will be used thus freeing Army assets to
                      support forward areas.

                          (c) As far as possible, cargo will be loaded by
                      destination and by consignee. Trucks will be loaded to
                      allow sequential offload at each destination thus
                      reducing the requirement for offload/reload. Trailer
                      transfer points will be used when possible to avoid
                      cargo handling.

                      (4) Port operations.

                          (a) Priority will be given to opening Sea Lines of
                      Communications (SLOC) and developing container handling
                      capabilities as early as possible. initiatives such as
                      prepositioning of items required to close the SLOC will
                      be actively pursued.

                          (b) Port security will be a responsibility of the
                      port operator. Harbor security is the responsibility
                      of the Navy.

                          (c) Air defense assets for the defense of the port
                      complexes will be allocated by CENTCOM.

                          (d) Where possible, contract or host nation support
                      will be used to support port operations to the maximum
                      extent possible.

                      (5) Rail.

                          (a) Rail is the preferred land transport mode for
                      bulk tonnage.

                          (b) When possible, rail operations and maintenance
                      of railway equipment will be operated by contractor or
                      host nation support.

                          (c) When contractor or host nation support is not
                      available, Army rail personnel will operate rail
                      service. Rail service will be conducted as far forward
                      as possible. Maintenance of rolling stock will be kept
                      to a minimum (primarily running maintenance) with heavy
                      reliance on cannibalization.
