               1. PURPOSE. The purpose of the annex is to provide standing
               operating procedures (SOP) for logistical support for USARCENT
               contingency operations.

               2. SCOPE. Procedures described herein apply to combat
                    E'E-             slight
               opera i ns and, with         modifications, exercises conducted
               by USCINCCENT that HQ TUSA/HQ USARCENT participate in.

               3. MISSION. The G4 staff has mission of providing COMUSARCENT
               with supply maintenance (less medical), transportation,
               services, contracting support, and base development.

               4. RESPONSIBILITIES.

                   a. COMUSARCENT is designated JOA traffic manager for
               common user port and terminal operations and common user land
               transport. COMUSARCENT will manage airlift designated for Army
               forces. COMUSARCENT, COMUSCENTAF, COMMARFOR (when designated),
               and COMUSNAVCENT are the JOA transportation operating agents
               responsible for provision of assets necessary to satisfy
               theater requirements.

                   b. The Assistant Chief of Staff, G4, has general staff
               responsibility for supply and maintenance (less medical),
               transportation, services, contracting support, and base
               developenient. The ACofS, G4, will:

                       (1) Establish, supervise, and review the execution of
                   CSS policy, programs, and procedures related to supply
                   (less medical), maintenance, and transportation in support
                   of all ARCENT personnel, units, and activities; other U.S.
                   Army-supported agenci-A--@ @-nd activities; military liaison
                   and other authorized personnel; and allied forces as
                   directed.

                       (2) Develop/coordinate logistic annex of ARCENT plans,
                   orders, and directives.
