C. Mode operations.
(1) Airlift.
(a) Intratheater airlift will be operated by the
Air Force (Military Airlift Command). Due to distance
constraints and austerity of the logistic system*
airlift will be crucial to military operations.
Freight should be configured to allow maximum aircraft
utilization. As far as possible* cargo must be offered
pelletized by destination and, if possible, by
consignee at that destination.
(b) Army helicopters will be used only for
critical movements which cannot be satisfied by Air
Force lift. Where possible, helicopters will be used
for relatively small loads over areas where Air Force
aircraft cannot land. Use of helicopters versus
airdrop or LAPES will be'diatermined at the time, based
upon operational requirements.
(c) Joint Airborne/Air Transportability Training
(JA/ATT) between RDF-A units and MAC is highly
encouraged.
(2) Sealift. Intratheater sealift will be operated by
the Navy (Military Sealift Command). Sealift will be used
when possible consistent with availability of sealift
assets, capability of ports to load/discharge, terminal
