                   C. Using Units.

                       (1) All units/agencies will ensure organic
                   transportation resources are fully utilized prior to
                   requesting transportation service support. If
                   transportation service support is required, forward
                   requests directly to the local transportation movement
                   office (TMO).

                       (2) Units requesting ARCENT transportation support
                   will adhere to the following procedures:

                           (a) All requesters will ensure that transportation
                       requests are submitted IAW para 3c. Transportation
                       support will be provided only on a mission basis.

                           (b) Provide personnel and equipment required for
                       loading and unloading and ensure that all shipments are
                       properly secured aboard assigned conveyances). comply
                       with existing regulations concerning shipment of explo-
                       sives/flammables and other hazardous and/or sensitive
                       cargo.

                           (c) Upon completion of the mission, vehicles and
                       drivers will be released immediately back to the
                       supporting unit.

                           (d) If it is determined that one or more vehicles
                       3.S not required because of efficient loading of other
                       vehicles, the unloaded vehicles will be returned to the
                       supporting unit in the most expeditious manner.

                           (e) Prepare required documentation (TCMDs if
                       utilized) for all shipments for which transportation
                       service support has been requested.

                           (f) Submit convoy clearance requests and requests
                       for special handling permits through the local TMO or
                       Hig@tway Traffic Headquarters.

                           (g) Provide tie-down material for all cargo
                       scheduled for movement.


               3.  PROCEDURES.

                   a. J.oint-Transport.atioii-Board-(JI'B).

                       (1) The ACufS, G4, 'transportation Division Chief is
                   designated as the CENTCOM Army Component voting
                   representative to the JTB.

                       (2) As the ARCENT representative, the Transportation
                   Division Chief will represent the Commander, TUSA.
                   Coordination with G3 and theater materiel managers is vital.
