                       (1)  Power: NSTR
                       (2)  Water Supply (including Desalinization Plants):
                       (3)  Transportation:
                            (a)    Motor NSTR
                            (b)    Vessel
                                   (i)  Barges Sunorah and Eva discharging
                                   drilling fluid chemicals for M.T. Drilling
                                   Co.
                                   (ii) Barge Inter-Supply arrived today to
                                   discharge DS firefighting support equipment
                                   (iii) LSV 4 arrived at 1600 HRS with 37 GHC
                                   pickups, 13 500-0@00 KV generators and fuel
                                   tanks
                       (4)  Public Buildings: NSTR
                       (5)  Construction: NSTR
                       (6)  Oil Facilities (including firefighting):
                            (a)    Nine wells have been brought under control.
                                   These are wells that are not blowing oil
                                   either into   the air or on the ground,
                                   Control of wells not burning oil is essential
                                   because pooling   oil prevents     access to
                                   various areas
                            (b)    Three firefighting teams continue to survey

                                   wells that are blowing, not burning, oil

                  B.   Safety and Security:
                       (1) Police:
                            (a)    Prepared request for DAST survey of male and
                                   female  prisons   for     General    Qahandis'
                                   signature. Endorsed request hand-carried to
                                   KERO and asked that they move survey up in
                                       'ty.    Principal objective is to get
                                   priori
                                   civilian detainees into police custody as
                                   soon as possible
