           4.    COMMANDER'S EVALVATION-

                 The commercial food markets at the Co-ops have reopened.
           Free distribution of ricel lentils and bottled water will
           continue through the end of March.      All other items are being
           sold   to the     Kuwaiti    population.       The   assessment     of
           vocational/technical schools and other institutions of higher
           education continues.      EOD remains a priority as many of the
           beaches, school playgrounds and other areas are still uncleared.

                 Oil field firefighting equipment and supplies continue to be
           offloaded at Shuaiba Port. The EPA briefed U.S. Ambassador Gnehm
           and noted that the air quality may be troublesome for the elderly
           and those with respiratory problems.      Based on their preliminary
           findings, they indicated that there are no toxic gases present at
           significant levels which pose a current health threat.

                 Approximately 15 tons of relief supplies donated by the ICRC
           have been delivered to the Social Institute and Handicapped
           Center.     Everyone at Camp Freedom is appreciative of all
           assistance rendered this institution as we seem to have a
           personal interest in its operation and restoration.
