             MEMORANDUM FOR THE COMMANDER, 352D CA CMD

             FROM: LTC Nicholson


             SUBJECT: Police Assistance Team accomplishments, 1-27 March 1991


             1.    To date, over a period just short of a month, the Police
             Assistance Team has accomplished the following:

                   a. Assisted in the issuance of uniforms, weapons, and other
             policy equipment to 2000 Kuwaiti police agencies;

                   h. Checked over 30 police buildings (principally those north
             of 6th  Ring Road) for booby traps, explosives, intel materials,
             caches  of ordnance and weaponry, structural soundness, and so
             forth;

                   C.    Surveyed the police vehicle fleet for usability,
             distinguishing vehicles that were salvagable from those useful for
             parts from those that were scrap;

                   d.   Instituted an on-the-spot repair program for police
             vehicles using USAR/ARNG personnel for repairs. Repaired over 60
             police vehicles, cannabalized others for parts, and moved scrap
             vehicles to a central location;

                   e.  Helped prepare 300-plus new police cars for immediate
             street duty;

                   f. Instituted a week-long police refresher course covering
             basic police skills -- firearms safety and familiarization (MI6),
             explosive ordnance    recognition and removal, patrol techniques
             (vehicle and foot),   and the recovery, preservation and custody of
             evidence;

                   9.   Instituted a "Train the Trainer" program for Kuwaiti
             police officials in order to establish the beginnings of a force-
             wide effort;

                   h. Provided technical assistance for the repair of electrical
uwait City;

                   i. With EOD personnel, removed over 15 tons of explosives and
             munitions from police buildings;

                   j. Removed a large amount of weaponry of assorted calibers
             from police buildings and turned the small arms over to Kuwaiti
             police and army officials;

                   k.  Retrieved larger caliber weaponry (quad-.50 and larger)
