SUBJECT: Preventive Medicine Assistance Visit to KKMC

           1. GENERAL: This enclosure covers occupational health concerns
and specific recommendations for redeployment operations
conducted at the wash racks in KKMC.

           2. SPECIFIC FINDINGS:

                a. The wash rack area was operating in a safe and efficient
manner. Soldiers interviewed were well informed about the safe
handling of hazardous materials. The transportation of these
materials was in accordance with Department of Transporation
(DOT) regulations. However, many materials found at the wash
rack, that are considered non-hazardous by DOT r @ lations,
represent a serious health risk during accidental exposure and
are considered hazardous by the occupational Safety and Health
           Administration (OSHA).

                b. Soldiers are working in water for 12 hours daily. The
wet foot wear increases the chance of foot injury.
                C. Fork lift operators were not wearing hearing protection.

                d. The wash rack is not marked indicating the area as an
           eye hazard area.

                c. Safety goggles are not being worn.
                f. An eye wash station was not located in the work area.
                g. Material Safety Data Sheets (MSDS) were not available at
the work site. The MSDS are r@ired by Federal Law.

                h. Hazard Communication classes were performed, but were
           not documented.

                i. Soldiers working for 12 hour shifts may be more prone to
           heat injury and carelessness.
                j. The water used at the wash rack is in close proximity to
the settling pond, and cross contamination could be occurring.
Soldiers are complaining of skin irritation and a burning
s
           (TDS) greater than 5000 ppm.

           3. RECOMMENDATIONS:

                a. Fork lift operators must use hearing protection. Ear
plugs can be ordered by unit supply.
