                      MEDICAL BIOLOGICAL WARFARE (BW) DEFENSE PLAN
                           TACTICS, TECHNIQUES AND PROCEDURES

          l. (U) The best defense against BW attack is adequate detection
          and warning to permit service members (SM) to get into an
          appropriate MOPP level.

          2. (U) Vaccination

              a. Anthrax

                  (1) Vaccination will be given to service members based upon
          CENTCOM prioritization. U.S. Forces will continue to be vaccinated
          as vaccine stocks are shipped to the AOR.

                  (2) The two shot series is given at day 0 and day 14. At
          day 28, the SM has built up antibody levels for significant
          protection against anthrax.

                  (3) After all U.S. Forces have been vaccinated, each SM
          will receive a third vaccination to increase protection.

                  (4) Medical personnel should receive high priority for
          anthrax vaccination because they will be handling and caring for
          anthrax patients until death. Potential exists for transmission
          through blood.

             b.   Botulinum

                  (1) Vaccination will be given to SM based upon CENTCOM
          prioritization. U.S. Forces will continue to be vaccinated as
          vaccine stocks are shipped to the AOR.

                  (2) The three shot series is given at day 0, day 14, and
          day 84. At day 98, the SM has built up antibody levels for
          significant protection against botulinum toxin.

          2. Screening and Diagnosis
