         SUBJECT: Minutes - Joint Working Group Meeting on Biological
         Warfare Laboratory Capabilities for the Area of Responsibility
         (AOR) for Operation Desert Shield (U)


         sent to the 996th Lab VA. Lab Chief of the Microbiology Section is
         familiar with PCR methodology.

                 (8) -" Capability for identification of botulinum toxin
         using mouse or guinea pig procedures will not be placed in the AOR
         and not in NAMRU-3. This was decided because it takes 4 days to
         complete the test, and there was not a time advantage in performing
         the test in the AOR or Cairo compared to CONUS.

            d. (U) There is an informal agreement with a number of CONUS
         labs who would be providing confirmatory analysis to USAMRIID on
         potential BW samples from the AOR. Dr. Johnson-Wineger was asked'
         to establish a formal agreement with those labs and have them
         standing by prepared to receive potential BW samples for analysis.
         Their analysis should be rapid and responsive.

            e. @After the lab data on the potential BW samples are
         available, there should be a thorough, rapid scientific review to
         state that based solely on lab data that a particular BW agent is
         or is not present in the submitted sample(s). The Armed Forces
         Epidemiology Board was mentioned as potentially being part of that
         evaluative procedure. Dr. Johnson-Winegar will investigate the
         mechanisms of review in place or required to be in place before the
         data is given to the Armed Forces Medical Intelligence Center.

            f. (U) Discussions also centered on what responses should be
         taken for each level of detection and warning of a potential BW
         attack in terms of what the U.S. Forces in the AOR should be doing
         when there is indications of an attack by the BW Detection and
        Warning System, clinical diagnosis, samples analysis, intelligence,
         etc. Discussions also centered on what should be the indications
         to start taking the Ciprofloxacin. Issues need to be discussed and
         addressed.

         4. @ The U.S. Army Chemical Research, Development and
         Engineering Center is developing the botulinum toxin detection
         kit. It was discussed that incapacitating dose of botulinum toxin
