         MEMORANDUM FOR RECORD

         SUBJECT: Minutes - Joint Working Group Meeting on Biological
         Warfare Laboratory Capabilities for the Area of Responsibility
         (AOR) for Operation Desert Shield (U)


         1. (U) Meeting was held on 3 Jan 91 at OTSG. Agenda and attendees
         list are provided at enclosures 1 and 2, respectively.

         2. (U) Purpose of meeting was to discuss the draft OSD memo on
         placement of BW lab capabilities in the AOR to provide irrefutable
         confirmation of a BW attack (Encl 3) and BW lab capabilities which
         should be added to existing capabilities in the AOR. Document
         entitled "Biological Warfare (BW) Attack in the Area of
         Responsibility (AOR) - Alert and Confirmation Capability for
         Operation Desert Shield,(U)II was finalized as the template of our
         position (Encl 4).

         3. (U) The Joint Working Group developed the following BW
         positions and initiatives:

            a.  @ It is neither feasible nor operationally acceptable to
         place comprehensive medical laboratory capabilities in the AOR to
         provide irrefutable confirmation of a BW attack upon which National
         Command Authority decisions can be made.

            b.  @ Irrefutable confirmation of an AOR BW attack should be
         based on analysis results of CONUS labs (e.g., U.S. Army Medical
         Research Institute of Infectious Disease, USAMRIID) and a
         confirmatory CONUS lab with world scientific standing. It was also
         mentioned that an agreement was
         potential BW samples they receive from the AOR would be split, half
         of the sample to be analyzed                         half shipped
         to USAMRIID for analysis. Potential BW samples received at
to
         Porton.

            c.      Additional BW lab capabilities should be placed in the
         AOR at the Navy Forward Lab (NFL), 996th Lab VA, and the Navy
         Medical Research Unit 3 in Cairo.  They are as follows:

                 (1) @ U.S. Army Medical    Research Institute of Infectious
         Disease (USAMRIID) should assemble an identical BW identification
         package as the one already sent to the NFL and 10th Medical Lab.
         This package will need to be forwarded to the 996th Lab VA NLT 15
         Jan 91 because of critical mission requirement.
