SUBJECT: Area of Responsibility (AOR) Biological Warfare (BW)
Laboratory Support Requirement for Operation Desert Shield (U)
1. (U) Reference meeting, Army, Navy, and Air Force OTSG and
USAMRDC representatives, 3 Jan 91, subject: BW Laboratory
Capability for the AOR.
2. @ Reference meeting concluded that it was neither feasible
nor operationally desirable to place irrefutable confirmatory BW
lab capabilities in the AOR. A system is already in place to
provide such data and should be optimized and used.
3. @ It was the concensus of the group that additional BW lab
capabilities should be placed in the AOR at the Navy Forward Lab
(NFL) and the 996th Lab VA immediately. Request U.S. Army Medical
Research and Development Command provide support for placement of
the following BW lab capabilities in the AOR with a target date of
NLT 15 Jan 91:
a. @ Assemble an identical BW identification package as the
ones developed by the U.S. Army Medical Research Institute of
Infectious Disease (USAMRIID) and already sent to the NFL and 10th
'Medical Lab. This package will need to be forwarded to the 996th
Lab VA as soon as possible because of critical mission requirement.
b. @ Designate an Army microbiologist who has experience in
fication of anthrax and can perform antibiotic
sensitivity testing. This individual should be POR qualified and
be prepared to deploy to the 996th Lab VA on TDY status. Assemble
two packages of required reagents and supplies required to perform
stated tasks. One package will be immediately sent to the NFL and
the other to the 996th Lab VA.
C. @U.S. Navy will be requesting one of their personnel
currently at USAMRIID be trained on anthrax task performance in
para 3b before deployment to the NFL.
d. @ Reagents for identifying tularemia, plague, and
clostridium perfringens is requested for the NFL, the 996th Lab VA-,--
and Naval Medical Research Unit 3 in Cairo. DECLASSIFIED
