              BIOLOGICAL WARFARE (BW) LABORATORY CONFIRMATION CAPABILITY
                      IN THE AOR FOR OPERATION DESERT SHIELD (U)

         ISSUE: @ What is the best approach to provide clinically and
         operationally useful information to CINCCENT and definitive
         documentation of BW agent use in the Area of Responsibility (AOR)
         to the National Command Authority (NCA)?

         1. (U) option 1. Place all of USAMRIID'S capability in the AOR.

             a. (U) Requirements

                 (1) (U) Place many of the military and civilian scientists
         in the AOR in a comparable USAMRIID facility.

                 (2) (U) Procure and install in the AOR sophisticated and
         basic equipment upon which BW analysis can take place.

                 (3) (U) Establish an animal facility to assist in the
         testing of unknown BW samples.

             b. (U)  Advantages

                 (1) (U) Capability is in the AOR, and transport of samples
         not have to go back to CONUS.

                 (2) (U) Turn around time is minimized.

             C. (U)  Disadvantages

                 (1) (U) Results may not be able to withstand the most
         severe, worldwide, scientific scrutiny. Standards and control
         procedure documentation may be in question.

                 (2) @Time restriction. Cannot logistically procure all
         equipment/materiel, get a facility, re-calibrate analytical
         techniques, and have a fully operational lab before 15 Jan 91.

                 (3) (U) Many American civilian scientists from USAMRIID
         will be needed in the AOR lab besides military personnel.

                 (4) @ Lab will be vulnerable to hostile overt and covert
set
         capabilities is significant.
