         Anna, COL Bancroft, COL Williams,

         1. OSD is forging ahead ambitiously to get BW laboratory
         capability into the AOR which will provide irrefutable analysis
         results upon which the National Command Authority can make
         decisions if a BW attack occurred. See draft memo.

         2. Attached is a proposed position to OSD to say "no" that is not
         acceptable, but let us tell you what can be done. It is a lot.
         LTC Crimrine came up with what he thought was feasible to do in the
         AOR and the numbers and types of people required for performing
         those tasks. My main concern is feasibility on starting a mice
         colony. If it is feasible, I will still explain why it is
         difficult. The current Army lab to the AOR is scheduled to be
         attached to one of the hospitals going into a building which is
         suppose to be super. Will keep tabs of the situation of that super
         building.

         3. Would appreciate a reply as soon as possible, today even. Must
         stop that draft OSD Memo from getting signed. Must put a proposal
         in front of them to make them happy. Thank you. My secure FAX is
