          NEMORANDUM FOR DR. ROBERT BARKER

          SUBJECT: Confirmation of Attack with Biological Weapons (U)


          1. @ Reference your memo, 28 Dec 90, subject as above. The Navy
          Forward Laboratory (NFL) was deployed to the CENTCOM AOR in Sep
          90 and the Army 996th Laboratory arrived there 27 Dec 90.
          Althouell, their primary mission is medical diagnosis, they are being
          eqi, @pe, ,ith additional capability (Tab A) to conduct initial
          presumptive identification of the major BW threat agents among
          those you listed. The goal is to have enough capability in the AOR by
          15 Jan to confirm attack with BW agent to the extent necessary to
          suiiport time urgent CENTCOM defensive and medical measures for
          protecting and treating the force.

          2. @ Internationally accepted and irrefutable confirmation that BW
          weapons have been used will require a broader base of capabilities
          than is desirable to deploy to the AOR. The following concept has
          been proposed to CINCCENT, The necessary support to implement
          being put into place.

               a. @ The, first evidence of BW agent attack will be based on
          samples collected from air samplers and test kits being deployed and
          from medical treatment facilities. The NFL and/or 996th Lab would
          ,onduct initial presumptive identification and sort/classify the
          samples.

               b. @ A continuous c'(,5;lt) of custody will be established for
          transfer of samples to the Army Medical Research Institute of
          Tt,fectious Diseases (USAMRIID) and from there to a second CONUS
          lao such as the Center for Disease Control and
          for independent analysis.
