             SUBMCT: Confirmation of Attack with Biological Weapons (U)

             identify and confirm the  presence of BW agents. The historical
             credibility of these labs is another important element.

                   d. @ The rapid      initial assessment by AOR detection systems
             and medical laboratories and the more deliberate confirmation by
             CONUS and                               be combined with comprehensive
             intelligence reports, and medical treatment facility reports of BW
             agent casualties to form  the basis for National Command Authority
             action.

             3. @The planned combination of CONUS and AOR lab capabilities
             will provide, in large measure, credible confirmation of BW agent
             attack.  The irrefutable standard however is likely to require
             independent confirmation by an internationally known laboratory in
             ,t neutral country. We will need assistance to arrange for that
             capability if it becomes necessary.
