         COL Dievendorf,

         1. Information from MAJ Tynan on vaccination program. Not all the
         following information should be passed to J staff.

         2. Vaccination of the botulinum toxoid may not start for 1-2 days.

         3. Estimate that                      have been vaccinated for
         their first dose of anthrax and the balance to be vaccinated by 22
         Jan 91. Then around 22 Jan 91 they will start administering the
         second dose. Anthrax vaccination program started on 8 Jan 91.

         4. There is no feedback nor formal program for gathering
         information on adverse reactions. They are vaccinating as quickly
         as possible and not looking back. MAJ Tynan has vaccinated
         personnel and half have developed local irritation which goes away
         in 3 to 4 days. There has not been a serious reaction in the
         personnel he has vaccinated.

         5. Problem with the anthrax vaccine. The manufacturer has placed
         exactly 5cc in each vial not adding additional volume of vaccine to
         compensate for loss in the hub of the syringe needles. AOR has
         only been able to get 9 doses out of each vial rather than 10
         doses. MAJ Tynan took great pains to be careful and was only able
         to get 9.2 doses out with best care. Need to get back to Michigan
         on situation.

         6. The program calls for vaccination of                    CENTCOM
         has had more requirements for vaccination than the

         7. I am scheduled to call Anna on 17-18 Jan 91 to confirm that
         potency and safety data has been passed to FDA to expedite
         cerification of the anthrax batch. We should be on schedule if all
         goes well.

         8. MAJ Tynan has glowing praises for Karl and his team. Without
         them the program would have fallen flat on its face. MAJ Tynan
         wants to keep the team for the duration of the program. Spoke to
         Karl about this and ask him to discuss this with MAJ Tynan. SGT
