         MEMORANDUM FOR RECORD

         SUBJECT: Comments and Tasker by Chief of Staff Army (CSA) during
         Pre-Brief on Tank Topic (21 Nov 90) - Update on Biological Warfare
         (BW) Vaccination and Production Issues (U)


         1. (U) Pre-Brief to DCSOPS, LTG Reimer, at 0900 hours was canceled
         because of tight schedule.

         2. @ Pre-Brief to Gen Vuono was given at 1315 hours. BG Blanck,
         Director of Professional Services, was present. Gen Vuono's
         comments/tasker are as follow:

            a.  @ Gen Vuono questioned why "Soldier may still be first
         indication of BW agent use." Aren't the intelligence and other
         assets able to give U.S. Forces some warning of an impending
         attack?


         REPLY: Anthrax and botulinum toxin can be used in the conventional
         tactical sense where aerosol generators are on line and disperser
         the
















         TASKER TO LTG RIEMER: CSA stated that after Desert Shield there
         will be many other third world countries who may also have these BW
         agents. U.S. should never be put into this position of not being
         able to vaccinate the force. CSA tasked LTG Reimer to report to
         him a long term solution on the issue whether it is a stockpile
         which permits time to surge the industrial base or another option.

         NOTE: Time was short so I did not elaborate on the AMEDD's
         initiatives in 1988 to do exactly as the CSA mentioned. Besides,
         it was the intent of CSA that a full blown laydown be presented to
