MEMORANDUM FOR RECORD
SUBJECT: BW Vaccine Surge Meeting
1. A meeting was held 18 December 1990 at Fort Detrick, Maryland
with members of the working group for the Industrial Surge of BW
vaccines and antitoxin. The meeting was chaired by the
undersigned with the new commander of Medical Research and
Development Command, MG Richard T. Travis in attendance. Other
representatives from HQ, MRDC, MRDC Contracting, USARRIID and
the Office of the Chief of the Veterinary Corps, OTSG, were
present.
2. Updates were provided as followed:
A. Michigan Public Health Department. The contract to
produce increased amounts of anthrax vaccine is operative
and the testing for FDA licensure referred to in earlier memoranda
continues. Assuming no difficulties with FDA the increased
production should commence early in February.
B. Lederle-Praxis. The company has begun hiring and will
begin immunizing personnel this week. They have still not
submitted a final cost proposal, although it is expected this
week (at which time a letter contract will be provided to them to
do whatever is necessary to begin production). It has been
determined that, although they are producing a known vaccine, since
it is a new facility they must undergo FDA licensure testing
which may delay the onset of production to 1 April. Since the
original goal was 15 February, this was not acceptable. Ways to
expedite the onset of production were explored. The need for a
chilling tank was recognized and MRDC will help them in procuring
it. They also could begin production earlier if licensuret
standards were not met (which will mean that the drug will be in
ted to do that if the time for
licensure could not be shortened. The company is enthusiastic and
supportive and will do things in parallel so that production will
begin as soon as possible, with the middle of February still being
the goal.
