         Subj: JOINT LETTER OF INSTRUCTION (LOI) FOR CASUALTIES
                ASSOCIATED WITH OPERATION DESERT SHIELD

             a. Direct from HQMC (MHP-10),

             b. From HQMC via 12th MCD,

             C. Direct from forward SWA commands via Personnel Casualty
         Report (PCR) official Naval message.
         If an FMF (Rear) unit receives a PCR without MCB CamPeri;t--@K.-@:
         listed as an addressee, they will immediately provide the Oic,
         BCCC with a copy. NEXT OF KIN will not be notified unless
         assigned CACO responsibility by OIC, BCCC. By copy of this
         letter, forward-deployed.SWA commands and FMFEUR liaisons
         included, are requested to ensure IICG MCB CAMP PENDLETON
         CA//BK2//" is an addressee on casualty-related message traffic.
         6. The OIC, upon receiving casualty information, will activate
         the appropriate BCCC team. The team leader will start the
         verification process and alert unit POC's requesting CACO's
         be provided. The POC, will direct the required number of CACO's
         to report to the OIC, BCCC at building 1160 in the appropriate
         uniform, with driver and transportation. The notified unit must
         provide a government vehicle. If required, MCB will provide
         vehicles as backup.

         7. The OIC BCCC or a team leader will provide the CACO with a
         briefing on the circumstances surrounding the injury or death
         and any information available regarding the next of kin.
         Route/location maps will be provided along with any other needs
         of the CACO's before they depart on their mission. The CACO
         will be instructed on suggested methods to locate the NOK,
         should a contact attempt not be successful at the residence.
         The CACO will be instructed to make immediate telephone contact
         with the OIC, BCCC to confirm time and date of notification to
         NOK. All CACO's must be fully aware of their          duties and
         responsibilities as outlined in reference (a) and enclosure (1).

         8. The BCCC will confirm notification immediately by message
         or telephone to V MEF and higher commands.

         9. A CACO's responsibilities do not end with the initial call;
         other visits must be made, questions asked and answered, special
         arrangements made and benefits explained. In most cases the
         CACO can expect his or her duties to conclude once the Casualty
         Package (CacPac) from HQMC has been completed, and the reports
         filed. However, there have been and will continue to be cases
         that will continue for months, depending on the needs of the
         NO'K.
