                                 PROPOSED SUMMARY OF ACTION

             During the period 24 to 27 February 1991, Captain McMonagle served
        as the Commanding Officer, Company F, 2d Battalion, 2d Marines, attached
        to 6th Marines(-)(Rein), 2d Marine Division, FMF in offensive combat
        operations in the Emirate of Kuwait against enemy forces during
        OPERATION DESERT STORM. During this period, Captain McMonagle skillfully
        moved his company, while under artillery, mortar and automatic weapons
        fire,     to accomplish all        assigned missions. Captain McMonagle's
        exceptional     composure and      courageous action      under hostile fire
        contributed immeasurably to the overwhelming success          of the battalion.
            Advancing in zone against firmly entrenched Iraqi forces inside
        Kuwait,     on the morning of 24 February, G-day,           Captain McMonagle's
        company occupied the right flank of the battalion's wedge formation.
        After negotiating two complex enemy minefield belts and advancing beyond
        the breach, Captain McMonagle's company was taken under fire from his
        right flank by enemy machineguns, mortars, and RPGs. Captain McMonagle
        quickly deployed his force, initiating his company's fires on the enemy
        strongpoint located 1000 meters to the east.           Recognizing the serious
        threat the enemy position presented to the battalion's advance, Captain
        McMonagle initiated an aggressive assault on the enemy position.
        Establishing a base of fire with one mechanized infantry platoon, one
        section of 60mm mortars, and one section of heavy machineguns, Captain
        McMonagle then led the balance of his company in a rapid envelopment of
        the enemy position. Exploiting the shock effect of his mechanized force,
        Captain McMonagle moved the enveloping force to the rear of the enemy,
        as the base of fire continued to suppress the position with heavy
        machinegun and 60mm mortar fire. Enroute to the position, the company
        uncovered an enemy 82mm mortar position which was actively employing its
        weapons. Captain McMonagle immediately dispatched a squad of Marines to
        assault the position. Capturing the mortar position and silencing its
        guns,    Captain McMonagle's company continued the attack.               As the
        enveloping force closed to within 400 meters of the enemy position, he
        courageously led his Marines in a dismounted assault. At this time the
        assaulting platoons were taken under a heavy volume of enemy small arms,
        machinegun, and RPG fire. Captain McMonagle undaunted,continued to press
        the attack, moving throughout the engagement area, under intense enemy
        fire,    to gain a vantage point from which he could most effectively
        direct    his attacking platoons.          Encountering a series of enemy
        trenchlines to the rear of the main bunker complex, Captain McMonagle
        relentlessly continued to move forward, at times fully exposed to the
        steady stream of enemy fire,          maintaining effective control of his
        platoons,, and directing the systematic reduction of the enemy trench
        system.    Closing to within IeO meters of the main enemy bunker complex,
        Captain McMonagle shifted the base of fire, led his company forward, and
        cleared the final bunker complex,         silencing the enemy machineguns and
        capturing 40 enemy soldiers. With this threat eliminated,                and the
        battalion's right flank restored, he quickly reassembled his company and
        continued to push north.        By the day's end,     his company had captured
        over 150 enemy soldiers. Captain McMonagle's keen situational awareness
        and aggressive action against the enemy was instrumental in maintaining
        the momentum of the battalion's attack.
           On 26 February, G-day +2, Captain McMonagle's company was tasked to
        establish a blocking position astride a vital road network, in order to
        deny enemy forces use of this high speed avenue of egress as they
        attempted to retrograde west from Kuwait City.                In three violent
