             LETTER OF INSTRUCTION (LOI) FOR HEADQUARTERS BATTALION NBC PLAN

             Appendix: (1) Assembly area plan

             1. Litu      0 .

                 a. Purpose. To provide guidance for the defensive measures
             necessary during and after a Chem/Bio attack in the Headquarters
             Battalion Camp area.

             2. Mission. To prepare Headquarters Battalion for the
             procedures necessary to continue operating in a contaminated
             environment.


             3. Execution.

                 A. Concept of Operations. In the event of a Chan/Bio
             attack, HqBn personnel will be responsible for Individual
             Protective Measures, Contamination Survey, and Decontamination.
             The camp will simultaneously evacuate personnel for
             accountability and continue to perform in a contaminated
             environment.


                 B. Tasks.-

                     1.   HqBn S-3

                          a. organize an operation center to control the
             situation.   Establish a C-3 system within the camp to
             effectively  direct a monitor/survey team, coordinate the
             accountability musters from assembly areas, and provide
             technical assistance to decontamination operations.

                          b. Coordinate closely all situations with the
             DSAOC, S-4, and BAS.

                          c. Establish an alarm system to notify personnel of
             a Chem/Bio attack.

                          d. Establish a monitor/survey team to detect,
             identify, and determine the spread of any possible contamination
             in the area.

                          e. Coordinate the warning and reporting system with
             Division NBC.

                          f. Coordinate additional decontamination operation
             support with Division NBC.

                     2. HqBn S-4

                          a. Provide logistical support for Battalion
             decontamination operations to include water, transportation,
             communications, and equipment.
