                (U) The duties of the Inspector principally involved handling Congressional interest inquiries
               (CONGRINTS). In December, there were 21 inquiries concerning a variety of subjects
               including: medical and humanitarian discharges, harrassment, physical fitness for duty, status
               of legal proceedings, denials of leave, extension of active service, donated welfare items,
               differences between Air Force and Marine accommodations, child and spousal support,
               inadequate clothing and field shelter, and readiness of a battalion. After investigation, none
               were found to be of a significant or substantial nature.

                              LOGISTICS/SUPELY


                     General. G-4 actions were concentrated


               dec (S) @ Al Mishab P=. In late December, LtGen Boomer requested that a trial docking
               and oftloading of a Maritime Prepositioning Force AMSEA class ship, the MV Sgt William R.
               Button, be attempted at al Mishab. After analysis, the Commodore of the Military Sealift
               Command Southwest Asia, Capt Richard A. Crooks USN, determined that the pier and turning
               basin were barely sufficient. In addition, the route of passage required the vessel to go north to
               the latitude of the Kuwait border in order to clear the Safaniya offshore oilfield, thus making it
               vulnerable to missile and mine attack. Finally, the entry channel to the port was narrow
               navigation of which required large wgs and a qualified pilot. Neither were available.
               Accordingly, the Commodore declined to risk one of his ships in a practice effort, although he
               was prepared to attempt a docking if the gravity of MARCENTs situation in combat required
 was studying investigating a
               safer route to al Mishab via the Safaniya oilfields.

               dec xxxxxxxxxxxxx M Arrival Qf MPS-1. On 13 December, Maritime Prepositioned
               Squadron 1 docked at the Port of Al Jubayl loaded with equipment sufficient for a Marine
               Expeditionary Brigade. By use of a lst FSSG developed plan, Marine, Army, and British
               elements efficiently moved their equipment directly from the Port of Jubayl to the field thus
               preventing a significant backlog. By the end of the month, over - personnel of the
               reinforcement units and - per cent of their equipment had arrived. The CG was highly
               pleased by both the execution and progress of the reinforcement operation.

               dec @ThefourbattalionforceofU.S.NavyMobileConstructionBattalions,PacificFleet
               (Forward Deployed) were redesignated December I Ith as the Third Naval Construction
               Regiment. During the month, the regiment completed six 2,500 man tent camps to house
               reinforcement personnel from II MEF. Ammunition Supply Points I and 2 were also
               completed as was the final work on the I MEF headquarters installation at Jubayl Industrial
               City. Major projects commenced at Ras al Mishab airfield to accommodate a helicopter air
               group and at Abraq al Kibrit airstrip to establish a logistics Direct Support Center. Although
               the availability of construction materials stabilized somewhat, the acquisition process remained
               slow and complicated by host nation and CENTCOM policies.
