                in keeping with their desire to control all such activity. Thus, the MEF was deprived of the
                critical ability to locate and identify enemy units in its proposed objective area. It was believed
                that Marine Corps capability in this was superior to SOCCENT'S. Efforts to resolve this were
                ongoing by MARCENT at the end of November.

                  N = Recommedations. A MARCENT letter on the state of intelligence prompted the
                Military Intelligence Board to dispatch a Defense Intelligence Agency fact-finding team to
                theater. Among their recommendations was to have MARCENT provided with ground receiver
                terminals for Side Looking Aerial Radar (SLAR) and the GUARDRAIL communications/
                electronics collection and direction
                finding systems. The team also identified shortcomings of Marine Corps equipment and
                manning which precluded its full integration into the CINCCENTs intelligence structure. This
                resulted in requests for personnel and non-organic equipment.

                            PERSONNEL AND ADMIMSTPAT@

                  (U) General. Manpower readiness issues centered around stabilizing the existing force and
                planning for reinforcements to meet the CG's requirements for offensive operations. Plans were
                drawn in mid-November with the goal to commence the flow of about 25,000 reinforcement
                personnel on about December 10th at the rate of 1,000 Marines per day . Detailed construction
                of Time Phased Force Deployment Data (TPFDD) was substantially complete by the end of the
                month. On November 6th, the Commandant ordered the first large activation of the Selected
                Marine Corps Reserve; 21 units with about 800 Marines were called up. The Commandant's
identified 200 1 MEF Marines who would be in permanent-
                change-of-station (PCS) status from November 1990 to May 1991. Of these 29 had orders
                cancelled while another 125 were recommended for a 180 day postponement of PCS. The I
                MEF G- I also identified a large number in this category as well. To help stabilize his force,
                LtGen Boomer promulgated two Manpower Policy Statements: No. 1 concerned PCS attrition
                and No. 2 concerned criteria for emergency leave.

                  N @ Reception Center. The Joint Reception Center continued to provide a single focal
                point for individual Marines entering and departing the theater. During the month of

                dec k@%q' Morale, Welfare =a Recreation. The MARCENT Rest and Relaxation Center
                continued to provide services to personnel of the command. Average daily attendance in
                December increased slightly slightly from 1,029 to 1,055 with a high of 1,672. Additional
                services introduced during the reporting period included a barber shop and weightlifting
                equipment donated by movie actor and world class body builder, Arnold Schwarzenegger.
                There were 41 unit parties held ranging in size from 1 1 to 400 persons. (S) Provost
