               Psychological Warfare Battalion.(?) Element 9-1 was designated to be in general support of
               MARCENT. The element completed offensive planning in December and identified the need
               for additional Psy0ps assets to support MARCENT operations.
                 tk Proposed Relocation Df MARCENT/ I MU @ HeadQuarters. In keeping with the
               decision made in November to move his command post forward by early January, LtGen
               Boomer selected a location near the Ararnco Safaniya oil separation and water distillation
               plants about 40 miles southeast of the Kuwait border. The site was a small contract workers
               camp abandoned in 1984. Its placement on a slight rise favored good line-of-sight
               communication. It required only minimal preparations which were under way at the end of the
               month. Certain staff functions including parts of G- I and G-4 were to remain at the I MEF
               Main CP in the Industrial City of Jubail (the "Police Station") which was to be redesignated I
               MEF (Rear) after the move to Safaniya. MARCENT (Rear) would remain at Riyadh while I
               MEF activities at Camp Pendleton, California were to be known as I MEF (CONTJS).

                                CIVIL AFFAIRS


                     Detachment, 3d Civil Affairs Group continued its liaison with government, business, and
               law enforcement officials of the Eastern Province and City of Jubail.
                                INTELLIGENCE


                     General. The G-2 continued to provide continuous watches at the Sensitive
               Compartmented Information Facility (SCIF) and Command Operations Center (COC) on 12
               hour shifts in support of
               MEF operations. The focus was tracking the Iraqi order of battle and monitoring for
         indications of Iraqi and or terrorist attacks. In addition, intelligence support was provided for
               Operation Imminent Thunder and to the Battle Staff Planning Group.

                 N) Kuwait Theater. To improve knowledge of MARCENT objective areas, G-2 recontacted
               American civilians in the northern areas. These individuals - a mixture of Aramco, Bechtel,
               and other petroleum and construction employees - were asked for additional information on
               Kuwaiti oil fields. Their responses were incorporated into planning information.

                 N Kuwaiti RefuLyee @ Because I MEF offensive plans directly involved the Iraqi
               defenses of Kuwait, the CG placed high priority on the direct interrogation of Kuwaiti refugees
               and escapees. After long delay, MARCENT was granted access via the Royal Saudi Navy N-2
               intelligence section to the Kuwait Refugee Center at the Al Khafji border station.
               Unfortunately, CINCCENT cancelled access to this valuable source at the request of U.S.
               Special Operations Command, Central Command (USSOCCENT) on November 22nd. In a
               related area, plans were undertaken to utilize Kuwaiti nationals to cope with the MARCENT
               lack of Arabic linguists, area specialists and guides in a role similar to the Kit Carson scouts of
               the Vietnamese conflict.


                 (9) @ Battalion Emplacement. COMUSSOCCENT also objected to additional placement
               of MARCENT Radio Battalion Signals Intelligence (SIGINT) direction finding (DF) elements
