(16) Tmplementation af @ Funding. On November lst, the Government of Saudi Arabia
assumed all financial obligations incurred by MARCENT for in-country facilities, fuel, food,
domestic transportation, and water. Further, the $10 - $12 million of Operations and
Maintenance (O&M) funds spent in October in these areas, mainly for leases of facilities, was
also to be reimbursed directly to the U.S. Treasury. In a related
area, vehicles and line haul equipment donated by the Japanese and German governments
began arriving in theater. While relief from these burdens was welcomed, several issues arose
due to the transition. Procurement actions and payment schedules from the Saudi government
were unclear, thus causing difficulties for some contractors. Moreover, due to the rapid
buildup, scarcities of supplies and materials of all sorts arose as the inventories of local sources
diminished.
LeasinL, Practices Mitieated. The Comptroller felt that Saudi businessmen had
not initially understood the concept of leasing equipment, evidently due to their practice of
purchase by a single cash payment. MARCENT was not allowed to purchase major items of
equipment with O&M funds, nor could the duration of MARCENTs stay in country be
properly estimated. Therefore, there had been little alternative except expensive leases whereby
the entire cost of items, principally vehicles, were amortized over rather short terms of 90 to
180 days. With the arrival of contracting officers, competitive bidding was initiated which
greatly reduced leasing costs. Further, the incipient arrival of Japanese and German equipment
also eased the problem.
MEDICAL
dec (C) Medical planning and training continued to concentrate on the preparations of
personnel and facilities for handling large numbers of combat casualties. Plans were developed
and implemented for forward area exchange of atropine autoinjectors and for the procurement
of a special water dressing for bum patients. To transport anticipated numbers of casualties, the
I MEF Surgeon made arrangements with Ist FSSG to acquire 100 commercial buses and
convert them into ambulance vehicles. Finally, to make up for the shortages of medical
practitioners, dental personnel received training in medical anesthesiology, triage procedures,
and intensive care of patients.
