             Annex N (Logistical Support) to 800th MP Bde Desert Shield/Stor-
             After Action Report


             organic rolling stock. The Units in this Brigade have neither or-
             ganizational-maintenance capability nor Direct Support or higher
             (DS/GS) maintenance capability. This Brigade relied primarily on
             units of the 226th and 593rd Area Supporil?r Ps for it's mainte-

             nance support. Many problems ensued,        ng this type of sup-
             port system. one such problem was the evacuation of vehicles to
             the supporting unit, due to lack of wrecker support. when wreck-
             er support was available, commercial type vehicles (i.e. buses)
             could not be transported. On the rare occasions when vehicles
             wore able to be *vacuated for maintenance, they war* often re-
             turned un-r*paired, after in extra-ordinarily long turn-around
             time, and without substantiating documentation.

                Recommendations:

                        a. Augment units without maintenance capabilities
             with recovery support, as these units have to literally build a
             truck company from acquired Asxo,@t. A lack of maintenance repair
             equipment prov4tntid the units from putting a maintenance program
             in-place.

                        b. Wr*cker support needs to be dedicated to the COM-
             MZ.

                        c. ASGs need to be better able to support maintenance
             requirements for those units lacking maintenance capabilities.
             There is a need for them to tailor their maintenance activities
             to ensure that TAMMS procedures are followed, and that adeguate
             DS/GS support maintenance exists for Echelon-Above-Corp units.


             6. Issue: Non-availability of Transportation Assets for U.S.
                  Fr-
             Troop ovement.
                Finding: The movement of Units to their respective areas of
             operaY3.on-was severely hindered by the lack of sufficient trans-
             portation assets.

                Discussion:

                        a. In order for a unit to move to it's field site it
             had to roquoilt transportation through itts local servicing Maneu-
             ver Control Cantor (MKC), with the transportation request submit-
             ted "in person." Upon this Unit's arrival in Theater, the The-
             ater was in operation for four months. The majority of transpor-
             tation assets had boon given to the man*uvor eleu*nts (MARCENT,
             XVIII Corp, VII Corp) to support their forward movement, thereby
             placing heavy burden on the MCC to support newly arrived forces,
             the assets having already been distrib@Lted. This -aus*d the use
             of low quality and lijkit@-ed assets which were very unreliable for
             Echelon-Above-Corp (EAC) support. The established procedure at
             the time of our arrival was priority of movement of the Corps,
             leaving EAC to rely on their-own initiative.
