               Annex N (Logistical Support) to 800th MP Bde Deser-t Shield/Storm
               After Action Report


               I. Issues: Enemy Prisoner of war diets.
                   Findinq: All food for the EPW's had to meet the Islamic Di-
               etary stanairds.
                   Discussion: Working with the Host Nation contractors and the
               KSA P-r-ov-e-6-E-o-Be an excellent means of ensuring compliance with
               the Islamic Dietary standards.

                   Recommendation: It is essential to work with the Host Nation
               to ensure all curfu-ral needs are met and to ensure the welfare,
               health, and safety of the EPW's IAW the Geneva Accords.


               2. Issue: Accountability and Supply Management for EPW Opera-
               tionf--

                   Finding: Authorization documents inadequate to handle mis-
               sion suppor:E requirements.

                   Discussion: Due to the large number of EPW personnel support-
               ed w3-Eff-all-cra-sses of supply and equipment, it was necessary to
               utilize Host Nation and local purchase sources. A Headquarters
               and Headquarters Compi!ny Supply Section is not staffed to order
               all the necessary equipment and supplies necessary for construc-
               tion of multiple EPIW Camp sites, nor the    rocurement of life sup-
               port items for 70,000 EPWIS. in utiliz    inpg the Camn HHC DODAAC &
               UIC, requisitions were commonly cancelled, for elt;er being in ex-
               cess of authorized stackage level, or simply because not autho-
               rized. This had a negative impact on the mission. It prevented
               the Camps from requesting the equipment prior to entry into The-
               ater, and caused the Brigade G-4 Section l@-o order for all five
               Camps, under the HHC 800th MP Brigade UIC and DODAAC, once the
               Brigade arrived in Theater. Had a separate DODAAC and UIC been
               issued, property accountability could have been established and
               maintained through a separate property book. This would enable
               the G-4/S-4 to track costs associated with the EPW mission, moni-
               to.r consumption rates of expendables, accurately predict safety
               and stockage lev*lst and account for all non-MTOE and special pur-
               pose equipment issued to the Units for EPW Onarations. A sepa-
               rate DODAAC would also give the unit the flexibility to tailor
               the support packaq* to fit the EPW mission in any area of the
               world.
                   Recommendation: The Brigade ACS-SSM (G-4) So--tion and each
               Camp should be ii7sued an additional DODAAC and UIC strictly for
               EPW Operations.

               3. Issue: Shortage of Food Preparation Equipment -for the FPW
               campf--
                   Findinq: There was no food -preparation equipment on-hand for
               pr,aparation-of EPW rations.
