MEMORANDUM FOR COMMANDER, BOOTH MP BRIBADE7 KHOBAR VILLAGE, SAUDI ARABIA
SUBJECT: After Action Report, 403rd MP PW Camp
1. Desi:ription of the Operation: The 403rd MP PW Camp was mobilized 6
December 1990 and assigned to the BOOth MP Brigade. The 403rd deployed to
Saudi Arabia and was given the misison of establishing and operating an EPW
Camp with a capacity of 12,000 EPW and being prepared to, upon order,
increase the capacity of the Camp to 24,000 EPW. The 403rd arrived in
country 15 January 1991; the first elements of 403rd arrived at the EPW
site on 22 January 1991. The site survey was completed by the 864th
Engineer Sn on 23 January. The first EPW were accepted an 17 February.
From 17 February 1991 through 27 February EPW were systematically process6d
in and then transferred to a Saudi EPW Camp. The 403rd also received EPW
transfers from the 401st during this period so they could complete
construction on their camp. In a seven day period beginning on 27 February
the 403rd received 9,853 EPW. Processing of EPW was a 24 hour per day
operation. A total of 9,647 EPW were processed during a nine day period.
The remainder were placed in medical channels before they could be
inprocessed. Transfer of EPW to the Saudi Camp began on 12 March 1991. On
23 March 1991 permission was received to use EPW labor to dismantle the EPW
Camp. By the time the last EPW were transferred to the Saudi's EPW Camp on
27 March 1991, the Camp had been dismantled except for one compound in
Enclosure Two.
2. Evaluation Methodology.* The evaluation methodology consisted of a
review of the Command Report prepared by all staff sections within the
403rd and all subordinate units; a review of Commander's, Executive
D-Fficer's and staff logs, and documents received and/or prepared between
mobilization on 6 December 1990 and 1 April 1991.
3. Discussion of Key Issues; Summary and Assessment of Progress: Actual
preparation +or the mission began at MOB Station on 11 December 1991. Time
spent at Home Station immediately after activiation focused on the move to
MOB Station. The important milestones and key issues are summarized and
the implications of those issues and milestones analyzed below.
a. The 403rd remained at Fort Riley for approximately one month, from
11 December through 12 January 1991. During this period the unit completed
mobilization processing, underwent both required predeplayment training and
mission training. Required predeployment training was coordinated through
Ft. Riley Readiness Group. Mission specific training was coordinated
