            ACTION REPORT



            K Equipment in this theatre in order to expedite supply
            acquisition, ie. commercial phones were almost nonexistent.
            With the necessity of purchasing on the economy, telephones would
            have been much more expedient than having to travel downtowi@
            searching for items. Communication system itself was a severe
            deterrent in time management.

            PETROLEM


            * Battalion supply was tasked with acquiring, dispensing, and
            accounting for the battalion and subordinate companies from the
            month of November 90 through the month of February 91. March
            1991, Petroleum was dispensed from the port, and responsibility
            was transferred to the 7th Transportation Group. See enclosure
            DI for chart on fuel consumption.

            RIEPAIR PARTS


            i* After units had been in country for a while, something more
            than lip-service should have been paid to the 'lessens learned".
            Repair Parts should have been sent over from the states in mass
            quantities as pro-action rather than being pijr-,7:hased on the
            economy at an obscene price as reaction to a necessitated zero-
            fill requisition.

            .* DSU Maintenance Abilities - Once in Place and operating, the
            maintenance DSUs were severly haroper-.?d by not being supplied with
            PLL, and parts already identified as having a high attrition rate
            due to the climate and conditions. EIS[Js were constantly being
            reassigned resulting in parts having to be reordered from newly
            assigned DSU.   There was no transferren-:,e of supported requests
            to the newly supporting DSU.

            9* Requests for ammunition was hand carried and approved to the
            Ammunition Supply Points.     Rather- than completing the fill on the
            spot, personnel were told repeatedly to return in three days to
            pick up ammunition requested.

            SERVICE SUPFILY ACCOLKFS


              C@SAs changed names, locations, and the procedure for filling
            out requisitions changed constantly. Supply Update procedures
            were not adhered to on a uniform basis.


            SEL-F SERVICE SLFPLY C@

            SS'BC accounts were non-existent in the beginning. After- several
            months centers were set up and Poorly merchandised.        Basis
            administrative supplies were never properly stocked, resulting in
            costing the government more on the local economy.
