              -"hortages of OCIE/CTA - Upon Lirit arrival essentials of
            uniform issues were apparent, and have yet to be filled, 6 months
            into the operation.


            A.* Requests for- OCIE/CTA submitted at the MOB stationed were
            never-/partially filled. Units that followed through same MOB
            station identified equipment marked for- previous units as still
            being at the MOB station. Requests submitted here have yet to be
            filled ?ither.  The supply system was/is totally harnp.?ved due to
            the low priority, and should havp prc-je-:tpd fills like theater
            war- stock.


              OCIE/CTA received in country were prioritized not by a fir'st
            ordered in, first filled system; or, by necessity fill.       Rear
            ecelon, noncombat support units received body ar-rnoi- when units
            which had (missions requiring dir-e@t soippor-t of combat units wer-e
            not filled.


            -        -ed OCIE/C@TA         adjusted until too late. For-
            .4 Reqtjir             was not
            example -zold-weether- undergarments were not identified despite
            desert temperatures at night have always been cc-Id. When it was
            finally identified and input to the system most of the "winter-"
            months wer-e gone. Year-round necessities should be issued prior
            to deployment.

            4. Equipment authorized Per paragraph and line number, needs to be
            studied and realigned.   For example the headquarters slipply
            section was authorized a 2 1/2 Ton vehicle and a MIC)OQ. The HHD
            supply section which stor-es, issues, and controls equipment has
            a MIOOS.


            )-. Administrative vehicles were a Problem in this theatre of
            operation due to the amount :.f subordinate companies (as m,,iny As
            eight). Tr- adequately command and control there was a definite
            need for more administrative vehicles at the battali.-,n level.


            i* In this theatre there was a need for civilian vehicles, as
            local purchasing was required. With the Class A account as well
            as the DPA account, in order to maintain a low Profile in an
            imminent danger environment those vehicles were a necessity to
            mission accomplishment.
