e. On 25 Sep 91, the Secretary of Defense, in response
to Iraq's refusal to comply with the terms of the cease fire
agreements, deployed six Patriot batteries from the 94th Air
Defense Artillery Brigade to Saudi Arabia. As part of
Operation "Determined Resolve", this command was tasked to
provide logistical support. This was done without any
compromise in the pace set for closeout.
f. The "Final Chapter" LOGEX w as held on 9 September.
This exercise introduced the tasks involved in closing out
the theater. The fast pace of retrograde operations made
possible the compression of the third phase into the second
phase. During the LOGEX the decision was made that all
materiel retrograde (less Class V), was to be complete by 15
December 1991. The "Transition to Closeout" Phase evolved
into a separate plan encompassing several concepts which
would cover the completion of all closeout missions and
provide support for continuing and contingency missions.
6. Transition to Closeout
a. When General Hoar, the new CENTCOM CINC visited the
command on October 3, "Transition to Closeout" evolved into
the following concepts:
(1) Transition of the Combat Equipment Group
Southwest Asia (CEGSWA) from KKMC to Doha when KKMC closeout
was completed on 15 November.
(2) Establishing a technical relationship between
CEGSWA and the 21st Theater Army Area Command (TAACOM) in
Europe. This technical relationship provided CEGSWA with the
expertise and funding management needed to maintain CEGSWA's
equipment and continue mission accomplishment in Kuwait.
Command and control of the CEGSWA remained with ARCENT.
Combined with the move of CEGSWA to Doha, the focus of
operations shifted from Dhahran to Kuwait. Since living and
working conditions there were similar to what was encountered
in Saudi Arabia in August 1990, complete support of the
CEGSWA became a top priority within the 22nd SUPCOM.
(3) Development of the closeout force structure that
remained in Dhahran, KKMC, and Riyadh. This force was to
complete Class V retrograde, continue support of the Patriot
battalions, support planned exercises in theater, and support
any contingency missions.
(4) Transition of the 22nd Support Command to
ARCENT. A cell of active and reserve component personnel
redeployed to ARCENT to provide institutional memory of
