          1. GENERAL. The Petroleum, Oils, and Lubricants Capabilities
          Report POLCAP) is designed to provide current data on
          petroleum operations and capabilities during periods of
          increased activity or tension. If the Petroleum Damage
          Deficiency Report (REPOL) is activated as a result of a further
          escalation of tension or during war conditions, it will
          supercede the POLCAP.
          2. SUBMITTED BY. XVIII Airborne Corps. Upon transition,
          XVIIY-Iarbo-rne-Corps and 475th Petroleum Group.

          3. SUBMITTED TO. COMUSARCENT, AFRD-GDS.

          4. WHEN SUBMITTED. The POLCAP will be submitted annually in
          Febr-u-ary of each year. The POLCAP report is due not later than
          15 Feb each year. During periods of increased activity or
          tensions* TUSA G4 will ask for an update of existing POLCAPs as
          required to ensure essential petroleum consumption and logistic
          capability data are available to effect required actions by the
          National Command Authorities. The updated POLCAP may be called
          for daily, weekly, etc., depending upon the current situation
          and, once activated# will be submitted until the REPOL report
          starts or the submission is no longer required by the TUSA G4.
          The update of existing POLCAPs will include:

             a.  Any changes since the last report.

             b.  Estimated consumption.

             c.  Product availability.

             d.  Product/slate change requirements.
             e.  Any specific problem not otherwise covered, deemed
          appropriate by the reporting command, or additional information
          requested bX the TUSA G4.

          5. HOW SUBMITTED.
             a. Classification. Reports will be classified according
          to content.

             b. Transmission. Reports will be submitted with a
          precedence of priority for updated POLCAP reports. The annual
          POLC" will be submitted with aprecedence of ROUTINE.

          6. MINIMIZE. Imposition of minimize will not change the
          meth7od o@f transmission or precedence of the message.
