NE-RVICES
1. PURPOSE. To provide policy and guidance to ensure
essenti'a-l-Tield services are provided to all army forces and to
other service components which Third U.S. Army has
responsibility.
2. GRAVES REGISTRATION PROGRAM.
a. Scope. Mortuary affairs activities to which this SOII
applies are the search, recovery, evacuation, identification,
care, and disposition of deceased persons for which the Armed
Services are responsbiie.
b. Responsibilities-Mortuary Affairs and Personnel Effects
Programs.
(1) Commander Third U.S. Army (TUSA) is designated
Executive Agent, under the staff supervision of the CENTCOM
-J4, for the CENTCOM Mortuary Affairs Program to include
the establishment and operation of the Joint Central Graves
Registration Office (JCGRO). HO, TUSA will be prepared to
establish a mortuary/temporary cemetary, as required.
(2) The functions of the JCGRO will include
maintaining data for search, recovery, identification,
burial, and disposition. The JCGKO Will provide guidance
on the conduct of the CENTCOM Mortuary Affairs Program.
(3) A Concurrent Return Program will be established
for disposition of U.S. deceased and will be maintained so
long as conditions and capabilities exist to support the
program.
C. Burials.
(1) No permanent cemeteries for burial of U.S. dead
will be established in the JOA. The CINCCENTCOM is the
approval authority for temporary cemeteries.
(2) E@nergency burials will be made only when extreme
emergencies preclude the evacuation of remains to a
temporary cemetery. Commanders will ensure that burial
locations are marked and the appropriate map sheet number
along with information concerning who is buried are
reported to the nearest collecting point and to the JCGRO.
. (3) When-mass-fatalitiea have occured, standard graves
registration procedures may not be feasible. To shorten
the interval between the recovery of the remains and
burial, mass burial procedures may be authorized by
USCENTCOM.
