                APPENDIX 3 to Annex b q-0 USARCENT OPERATIONS Sop



                I. PURPOSE. The purpose of this appendix is to establish
                maincen-an-ce policies for major subordinate commands (MSC).

                2. CONCEPT. The area of responsibility (AOR) is characterized
                by severi-environmental and geographical conditions which
                adversely affect maintenance. The effects of heat, humidity,
                and wind, as well as sand and harsh terrain, will increase
                failure rates. To meet this demanding challenge, maintenance
                operations must be characterized by:

                    a.    Mission essential maintenance operations (MEMO).

                    b.    Tailored supporting forces.

                    C.    Forward repair (mobile contact teams).

                    d.    Maximum use of interservice support agreements (ISA)
                and host  nation support (HNS).

                    e.    Prudent use of controlled exchange and cannibalization.

                3.  LEVELS Ok' MAINTENANCE. The characteristics of the three
                ieveli-@f--m-a-iii-t7e-ii-a@n-ce-'@i-r-e addressed in AR 750-1.  Contingency
                planning considerations are highlighted below.

                    a.    Unit Maintenance. The unit commander declares when
                mission Ei-se-n@Eia'l Ma-in'te-nance Only (MEMO) will occur. First
                priority is given to maintenance actions which rapidly return
                critical items to service. Other maintenance actions are
                deferred during MEMO application periods. MSC OPLANs will
                include MEMO guidance to subordinate commanders. Additionally,
                the use of battle damage assessment and repair (BDAR) enhances
                readiness. BDAR techniques are described for specific end
                items in TM 9 - SDAR series.

                    b.    Intermediate-Maintenance.
                          (1) Intermediate Direct support maintenance (IDSM).
                    I)ivisional IDSM units provide dedicated support to
                    battalions and brigades. Noiidivisional IDSM units have an
                    area support mission with backup support to division
                    maintenance battalions during surge and reconstitution
                    periods. Designated nondivision IDSM units also provide
                    augmentation teams in support of corps combat service
                    support (CSS) forces. Maintenance tasks at this level
                    include battle damage assessment (BDA), diagnosis, fault
                    isolation, repair by replacement, and repair of selected,
                    high-mortality components in support of the repairable
                    exchange (RX) program. Each IDSM unit also establishes and
                    operates maintenance collecting points and base maintenance
