          9.    ISSUE: Support and staff slices to support deploying line batteries       L-.Yidenwent
          frequent changes up to the moment of aircraft loading.

              DISCUSSION:    Due to the small numbers of personnel deploying from sla!? and
          support elements, too little coordination occurred on those elements during the
          planning process. While functional areas which must accompany the first units on the
          ground were generally correct, many of the details of unit support were not
          addressed.    Line battery commanders were not fully briefed on other personnel
          deploying with them.

              LESSON LEARNEDT     After the Initial battery package deployed, a series of
          conferences were held   before each package to discuss staff and support slices.      The
          battalion commander,    executive officer, staff officers,      HHB    commander, 5!6th
          commander, and applicable line battery commanders discussed by-name lists. This
          ensured full coordination at all levels and high visibility.

              RECOMMENDED ACTION!     Deployment plans for HHB/516th slices be initiated for a
          variety of contingency missions. Detailed planning meetings would still be required,
          however, due to the need for by-name matching the functional requirements.
