8. ISSUE: POM processing suffered from lack of unit experience on the scale of all
Dost agencies participating.
DISCUSSION: While the facilities and schedule for the POM processing fulfilled
the necessary requirements. the failure to exercise the entire process with all post
agencies participating during previous training exercises was evident. The long
waits encountered at certain stations indicated additional resources were needed to
man those stations. With time critically needed to perform other pre-deployment
tasks, having soldiers spending inordinate amounts of time in POM station lines was
wasteful.
Medical processing at the POU als o showed lack of preparation. Especially
aggravating were the changing requirements with respect to LIG dosages and the late
requirement for MOC immunizations.
Unit preparation for the POM also needed great improvement. While quarterly POM
packet scrubs had been performed, the actual deployment process highlighted many
deficiencies. Previous attempts for incorporate post agencies into POM scrubs was
met with a mixture of cooperation and resistance.
LESSON LEARNED: POM processing ate up a lot of time and staff planning effort
which could have been better utilized. POM personnel at Center Gym were wall-
trained, but overwhelmed by number of units being processed. Battalion and battery
emphasis on complete and workable POM packets must be increased. Powers of Attorney
completion must be stressed. First line supervisors must ensure financial measures
necessary to sustain soldiers' families have been put in place.
RECOMMENDED ACTIO14! Post conducts semi-annual exercise of POM center with
@ll post agencies participating. Battalion revise POM packet procedures
incorporating lessons learned. Medical channels review contingency plans for
supported units to ensure proper immunizations are identified and serum stocked.
