          2  ISSUE!  Rushed nature of .Movenien" Preparation Activities (WA) caused c@a-ge3 in
          'A plan and consequent degradation in the quality of vehicle preparation.

             DISCUSSION!  A factor was the uncertainty on aircraft arrival and changiis.
          aircraft load weight ceilings (ACL). Since 2-7 ADA moved their initial units out
          first, our perception of their activities indicated that they had closed on the
          airfield too early and so lost possible training time. A decision was made to begin
          MPA activities for a chalk 48 hours before 'wheels down'. The problem wih that
          decision was the great uncertainty about 'wheels down' time. We got caught zhor. on
          a few occasions due to short notice arrival-of aircraft.


             Related to our difficulties was the recent change in battalion mission.           Un"--!
          June 11)90, 3d Bn (PATRIOT), 43d ADA Regiment had focused on European reinforcement
          -with definite knowledge on our place in the TPFD list and the    method of getting to
          Europe. With the change to possible contingency missions, we had very little time
          to plan for the different nature of that task. Pecos Thunder      '90 and Roving Sands
          190 had provided good tactical training in a contingency role. However, shor@@-notice
          MPA training was still in the early planning stages-

             The shifting of vehicles between chalks due to changing         aircraft load limits
          greatly affected the MPA plan. Control by chalk commanders was key to successful
          execution. When the chalk's vehicles kept changing, the commander lost track ol his
          vehicles. Chalk integrity could not be maintained in this situation.

             LESSON LEARNED: Battery commanders bad to be present during MPA once chalk
          commanders encountered numerous changes. Flexibility in vehicle departure for the
          @AACA was implemented, with decision-making by the Battalion XO. Vehicle inspection
          ring the MPA required a larger contingent of mechanics than tasked.

             BECOHMENDED ACTION:      Alternate MPA plan must consider        'flexible'    aircraft
          arrival time and shifting ACLA. Plan must then provide packages of vehicles. which a
          battalion load planner at the DAACC7 can Customize for the current conditions. Higher
          headquarters must forecast the arrival of aircraft accurately.        That specifically
          requires detailed coordination with a variety of USAF and Army agencies.
