                     since there way be resource constraints within theater
                    which do not permits expeditious mail handling.

                b. Ration handling and Preventive Medicine (PH) issues are
                not adequately provided for in EPW planning. The problems
                encountered stem from..a lack of planning and the fact that
                no one anticipated the entire load of EPW's to be clumped
                into the system within 4 days.

                C. Supply issues continue to be a source of frustration and
                aggravation. 100% mobile units which move frequently and
                are located in forward areas are not provided for by the
                supply system. For example, units located in apartment
                buildings in major cities seem to obtain DCUs and Wind and
                Sand Goggles while the forward units in tents make do
                without them. Uniforms and goggles are critical to
                operations of desert based troops. The 320th Med Det (AF),
                our higher headquarters, has given up their goggles to this
                forward unit to help reduce that shortage. Unfortunately,
                this consideration seems to be unheard of in the rest of the
                military. Our hats are off to our higher headquarters!
