            4. ALERT-PROCEDURES.

                a. Radio. Upon receipt of a SCUD alert message or a
            simulated SCUD alert message, the G-3 RTO's will take the
            following actions:

                      (1) If the alert is received over the CENTCOM
            EXECUTION NET, the G-3 Operations Officer will be notified as
            fast as possible.

                      (2) A net call will be broadcast over the ARCEN'4
            COMMAND NET. Anyone on the net will be directed to clear the
            net. The alert will be initiated with 'SCUD ALERT, SCUD ALERT,
            SCUD ALERT, STANDBY', then the message as received fron the
            CENTCOM EXECUTION NET or the 0-3 Operations Officer. If a
            simulated alert is initiated the call will be 'SIMULATED SCUD
            ALERT, SIMULATED SCUD ALERT, S114ULATED SCUD ALERT, STANDBY-,
            then the simulated message will be passed. Receiving stations
            will be directed to acknowledge receipt of the message.

                      (3) CENTCOM EXECUTION and the ARCENT COMMAND NETS will
            be monitored for further information.

                      (4) The times of the calls and contact of calls will
            be entered in the radio/message log.

                b. Telepb9Di2E%Ily. In the event of a SCUD alert, or other
            similar emergency, the following procedures will be used to
            telephonically notify HQ ARCENT personnel.

                      (1) 0-3 Operations Center will initiate phone calls
            utilizing two XY-68's located in the Operations Center.

                      (2) The KY-68, with the phone number 331, will ring a
            conference call to the following section's:   Command Group, 0-2.
            G4, PMO, HHC (basement) of RSLF building), Engineers, G-1, and
            G-6.

                      (3) The KY-68, with phone number 330, will ring a
            conference call to the following sections: Protocol, Finance,
on, SJA, Comptroller, Psyops, 0-6 Distribution

                      (4) A separate call will be made to the following
            sections which are not in the conference loop.
            HQ CMDT. G-5. HHC in government quarters.

                      (5) HHC in government quarters will notify all
            personnel in quarters by messenger in the most expeditious
            method possible. This is a temporary measure until CENTAF
            establishes permanent alert procedures.
