are based on command decisions according to their potential
threat. Categories may be adjusted depending on the tactical
situation, target affected, and potential to impede other
restoration activities.
(1) (U) CATEGORY A. Assigned to EOD incidents that
constitute a grave and immediate threat. Category A
incidents are to be given priority over all other
incidents, and disposal operations are to be initiated
immediately regardless of personal risk. Category A is
normally assigned to incidents capable of causing mass
destruction; widespread contamination; major reduction of
combat personnel, or loss of critical installations or
facilities.
(2) (U) CATEGORY B. Assigned to incidents that
constitute an indirect threat. Before beginning EOD
operations, a safe waiting period may be observed to reduce
the hazard to EOD personnel. Items of technical
intelligence value are normally assigned to this category.
(3) (U) CATEGORY C. Assigned to incidents that
constitute little threat. These incidents can normally be
dealt with by EOD personnel after Category A and B
incidents, as the situation permits, and with minimum
hazard to personnel.
(4) (U) CATEGORY D. Assigned to EOD incidents that
constitute no threat a present. These incidents may be
marked and left for disposal as time permits.
C. (U) Explanation of Terms.
(1) (U) Explosive ordnance Disposal (EOD). The
detection, identification, field evaluation,
al of unexploded
explosive ordnance.
(2) (U) Improvised Explosive Device (IED). Any
non-standard homemade type device (e.g.: pipe bomb, letter
bomb, car bomb, boobytrap, etc.) that uses destructive,
lethal, noxious, pyrotechnic, or incendiary chemicals to
attack personnel, equipment, or facilities. They may
incorporate military ordnance components but are normally
individually fabricated from nonmilitary or commercial
components.
(3) (U) Unexploded Explosive Ordnance (UXO).
Explosive ordnance that has been primed, fuzed, armed or
otherwise prepared for action, and has been fired, dropped,
launched, projected or impulsed in such a manner that it
constitutes
