    DISCUSSION: Initial O&M expenditure to make CH operational placed burden on
    O&M operations of the command. The all or none scenario is not a feasible
    option. Extremely difficult to source this requirement using dollars allocated
    for peacetime operations.

    RECOMMENDATION: Incrementally fund the activation of CH based on consumption
    of supplies and equipment. Majority of the items should be in place, funded,
    and available for consumption. O&M dollars should then be used to replace
    items as consumed.

    ACTIONS REQUIRED: Noted item. Procedural decisions made at the MAJCOM at
    execution. Situational dependent.
