        DISCUSSION: Centrally managed allotment (CMA) reporting procedures for CHs and
        fixed MTFs were not identified prior to activation of the European CHs.
        Guidance should have been disseminated much earlier with more specific
        reporting criteria.
        
        RECOMMENDATION: Consolidated guidance for contingency reporting procedures
        should be disseminated.
