	m. Title: Documentation Standardization.

		(1) Observation: There was no standard format for software to produce manifests if the AECEs had been fully 
engaged in mission planning activities.
.

		(2) Discussion: The AECEs in EUCOM and CONUS did not use the same format for manifests. The format used 
by Upper Heyford was excellent as was the format developed for the Charleston AECE. Although a software package had been 
developed by the CONUS AECC it would not work when sent out to the AECEs.

		(3) Recommended Action: A standardized software package should be developed and tested to be utilized by 
AECEs during contingency operations. Recommended Action Office: 375 MAW/AEC.

	n. Title: Patient Loading on EUCOM C-141 Missions.

		(1) Observation: The load plan on mission ALY621876060, itinerary EBUA-KCHS-KSKF, was prepared and 
accomplished without regard to patient destination.

		(2) Discussion: The offload of 9 KCITS litter patients was very difficult as these patients were intermingled with 
15 litter patients that were continuiny on to KSKE. This load plan resulted in unnecessary patient movement, added to the 
discomfort of patients and resulted in increased ground time.

		(3) Recommended Action: Ensure all gained units/personnel are trained and are aware Of functional load plans 
for multi stop C-141 and C-130 missions. Recommended Action Office: HQ MAC/SGO.

	o. Title: Personnel Tasked Outside of Established UTCs.

		(1) Observation: 31 AES personnel (one MSC and two 906X0s) were tasked outside of-established 31 AES UTCs.

		(2) Discussion: 31 AES has qualified personnel assigned to fill its FFQCY UTC however, previous "by name 
request" Taskings of personnel for UTC Z99 resulted in the 31 AES being short one MSC and two 906X0s. As a result, the 31 AES 
FFQCY had to be supplemented with members of another unit.

		(3) Recommended Action: Individual tasking outside of established UTCs should not be authorized when it is 
known as probable that a full UTC filled in part with these individuals will be activated. Recommend Action, Office: HQ 
MAC/SGX.
