needed. Initially, who would do the actual tasking of the unit was unclear. The 301 TAG/DOD felt that all their taskings should 
come from 22 AF, whereas, the I{Q MAC CONOPS directed that the 375 MAW had OPCON over all CONUS AE assets. 
Eventually, tile confusion was eliminated and it was determined that the 375 MAW/DOD would be the tasking agency. 
 
		(3) Recommended Action: HQ MAC CONOPS must clearly define the OPCON relationships to all units involved 
in the redistribution of casualties in the CONUS. Recommended Action Office: HQ MAC CAT. - 
 
	k. Title: AE Tactical Kits. 
 
		(1) Observation: Several problems were encountered concerning AE tactical kits requirements. 
 
		(2) Discussion: WRM supplies ordered by HQ MAC were ordered by the case even if each kit required only one 
unit (i.e. each of 57 AES six tactical kits required one tube of medicine 
cups ;they received six cases of medicine cups which equaled 600 
tubes). Excess was in abundance for many other supplies. 
Further, there was confusion on the actual number of kits 
required by the 57 AES. They had an initial requirement for six 
tactical kits then received further information that 12 kits were 
required. After review by HQ MAC/SGX on 14 Jan 91, the 
requirement returned to six kits. In addition, WRM supplies 
received through a HQ MAC purchase did not match the 21 Dec 90 TA 
supply list sent by HQ MAC. Resulted in approximately 60% of WRM 
supplies received not being used. In excess of $14.5K in WRM 
supplies were ordered by the 57 AES with unit O&M funds per 
direction of HQ MAC. 
 
		(3) Recommended Action: Coordinate with unit logistics and Special Equipment personnel for any kit taskings. 
Their input was vital in the resolution of problems and accomplishment of the tasking in a timely manner. Recommended Action

	1. Title: AE Crew Management. 
 
		(1) Observation: Transportation for crew members return to Germany was arranged by 21 AF/CAT. When this 
information was passed to the crews, there was blatant disregard for this information and crews would make their own 
transportation arrangements back. 
 
		(2) Discussion: On several occasions crew members 
were advised by Andrews AECE personnel to follow explicit 
guidance from 21 AF/CAT regarding their transportation back to 
Europe. MCDs would make a decision to disregard that information 
and try to make their own travel arrangements. 
		(3) Recommended Action: AE crews should be briefed
