SHIELD there have been numerous problems with patient baggage.

		(2) Discussion: A tremendous amount of baggage is coming from EUCOM on each AE mission. Many times
we cannot transport the excess baggage on our C-9A missions with the patient due to weight restrictions. ,This requires
movement as unaccompanied baggage on future C-9A missions. Again, due to the amount and weight of baggage, the baggage
may not catch up to the patient for an extended time. Further problems were encountered with unmarked or mismarked baggage
with no or wrong destinations (for baggage originating out of Germany), and baggage not being properly packaged to withstand
the trip through the AE system (i.e. large plastic bags used to transport patient belongings). This resulted in numerous baggage
inquiries and lost baggage that is still unable to be located. In our efforts to move the baggage through the TMO system we were
told that a fund cite is needed. We do not feel that AE squadron funds should be used to do this; there should be a central fund
for all AE squadrons to use. This continues to be a problem.
